Former MPs Elect Mugume Roland Kaginda to PPS Board

Former Members of Parliament elected Hon. Mugume Roland Kaginda as their new representative to the Parliamentary Pension Scheme [PPS] Board of Trustees in a peaceful exercise held on July 24, 2026.

A total of 88 out of 225 eligible pensioners turned up to vote, representing a 39.1% turnout, in an exercise held at Parliament.

Hon. Mugume, who was Rukungiri Municipality Member of Parliament from 2011 to 2021, will serve a 5-year term on the Board.

Speaking to the voters just before the ballot, which also attracted Hon. Kenneth Lubogo (former Bulamogi County) and Hon. Angelline Osegge (former Soroti District Woman MP), Hon. Mugume pushed for better representation, stronger accountability and more active member involvement. Hon. Mugume won the contest with 44 votes, followed by Hon. Lubogo at 30 votes , while Hon. Osegge came third with 14 pensioners supporting her.

Hon. Mugume promised to push for higher pension payouts to keep up with inflation and rising costs. He also pledged to lobby Government to cover the pensioners’ medical insurance bill that is currently self-funded. He also committed to pushing for welfare programs to support elderly voters who are sick or struggling financially. 

PPS Chief Executive Officer, Ms. Nightingale Mirembe Ssenoga, who was also the presiding officer as mandated by law, lauded and congratulated both the winner and all participants for the orderly process. “Thank you very much to the voters today and thank you for being very good participants. You can see how it has been clear and very transparent. This exercise reflects the strength of our governance and the active role of our members.”

The outgoing former representative, Hon. Dr. Francis Epetait whose tenure ends August 31, 2026 expressed gratitude to his fellow pensioners for the support rendered to him for the last 10 years. “It's my sincere prayer that that kind of collegial support be rendered to the incoming trustee representing pensioners.”

The Board of Trustees provides oversight of the Parliamentary Pension Scheme and ensures the Scheme is managed in line with the Parliamentary Pensions Act and in the best interests of members and beneficiaries. The Board comprises:

  • Minister responsible for finance (or a designated representative)
  • Two backbench Members of Parliament from different political parties/organizations
  • One elected backbench Commissioner
  • One member of staff elected by Parliamentary Commission staff
  • Two pensioners (one former staff, one former MP)
  • Clerk to Parliament serving as an ex-officio member and secretary.
