The Context: What Changed?

Reducing Medical Assessment Delays: Previously, the Act relied on a recommendation of the Uganda Medical Board in specified medical-benefit circumstances. The 2023 amendment replaced this requirement with a more practical assessment route: a report of the Parliamentary Commission Medical Board for a member of staff, or a specialist medical practitioner approved by the Board for a Member of Parliament. This reduces dependence on a single national medical board process.

Strengthening Beneficiary Protection: The amended Act provides that, where a member or pensioner dies, death benefits are distributed in accordance with the nomination made by the member or pensioner. Members and pensioners are therefore required to nominate beneficiaries. Where no beneficiary has been nominated, the Board may, in prescribed exceptional circumstances, determine how the benefits are distributed.

Managing Benefits of Untraceable Members: The amendment also permits benefits belonging to untraceable members to be deposited into the Scheme's Reserve Account. This provides a clear accounting mechanism for safeguarding such benefits rather than leaving them in administrative limbo.
